ASSOCIATE CHAPLAIN

Chaplain (COL) Philip A. Winn, Jr. assumed duties as the State Chaplain for the Minnesota National Guard on 15 March 2020. Chaplain Winn enlisted in the Minnesota Army National Guard as a Forward Observer in 1988, and graduated as the Honor Graduate of the Forward Observer Advanced Individual Training course in Fort Sill, OK, 1989. He served in Korea from 1990-1991 with the 2nd Infantry Division as a Driver, Forward Observer, and Fire Support Specialist.

He was next assigned to the 10th Mountain Division at Fort Drum, New York, where he served as an Assistant Division Fire Support Sergeant and COLT Team Sergeant. In 1994 he left Active Duty, entered the MN Army National Guard, and served in the AGR program as a unit Training, Supply, and Readiness NCO in various units.

In 2001, he answered the call to ministry and entered seminary, while continuingto serve as a Gunnery Sergeant in Battery F 151st Field Artillery. He was commissioned as a Chaplain Candidate in 2003, and from 2003-2006 served with 1st Battalion, 151st Field Artillery in Montevideo, MN. He was accessioned into the Army Chaplaincy and promoted to Captain in November 2006, with endorsement by Chaplaincy of Full Gospel Churches. Chaplain Winn mobilized in April 2007 on a 16-month deployment in support of Operation Iraqi Freedom and served on Active Duty as the Battalion Chaplain for 2nd Battalion, 147th Aviation (Air Assault). In July 2009, Chaplain Winn was selected for assignment as Brigade Chaplain, 1st Armored Brigade Combat Team, 34th Infantry Division in Bloomington, Minnesota, promoted to Major, and deployed to Kuwait in 2011-2012 in support of Operation New Dawn and Operation Spartan Shield. In 2013, Chaplain Winn was selected as the Full-Time Support Chaplain for the Minnesota National Guard and assigned as Operations Chaplain, and later Command Chaplain for the 34th Infantry Division with promotion to Lieutenant Colonel. He served another tour in Kuwait from 2018-2019 in support of Task Force Spartan as the Command Chaplain.

Chaplain Winn earned an undergraduate degree in Information Technology in Management from Concordia University, Saint Paul, MN, and Master of Arts in Theological Studies from Bethel Seminary in Saint Paul, MN. Chaplain Winn is a graduate Brigade Chaplain Functional Course, Command and General Staff College, the Chaplain (Lieutenant Colonel) Course, the Religious Advisement Course, the Advanced NCO Course, Emergency Medical Ministry Course, Forward Observer, Cannoneer and Supply Specialist MOS courses, Lightfighter School, as well as Airborne and Air Assault School.

He is a life member of the 34th Infantry Division Association, the Military Chaplains Association of the United States, and the Veterans of Foreign Wars.

Chaplain Winn resides in Osseo, Minnesota with his wife of 20 years, the former Colette Fearing. Chaplain Winn has three children and three grandchildren.
